Planning Division

** Planner availability is extremely limited - appointments are highly encouraged. Priority will be given to customers who make appointments in advance.

BE AWARE OF POTENTIAL SCAMS

The  Planning Division has recently become aware of an email-based scam targeting individuals who have submitted land use applications for review by the Umatilla County Planning Commission. These fraudulent emails attempt to receive payment under false pretenses.

Please be advised that the Umatilla County Planning Division will never request payment via wire transfer. If you receive an email requesting payment, you can call the Planning Division at 541-278-6252 to confirm its legitimacy.

Planning Department Fee Schedule - Please check with the Planning Department for any changes or additional fees.

* Electronic Applications are acceptable, however printing fees apply after the first six (6) pages at $.25/page.
* If you wish to pay by credit or debit, staff will email you a link to the secure payment portal.

Umatilla County Public Health

Submit a Land Use Compatibility Statement (LUCS) to start the review process for construction of a new septic system or repair to a failing system. Approval is also needed if you are reconnecting to an existing system or changing the waste flow by increasing the occupancy of a house or building. Umatilla County Public Health processes onsite septic system permits. Additional forms are available on the Public Health website.

State Building Codes Division

A Structural Permit Application from State Building Codes Division is required for all additions, new structures, placement of Manufactured Homes and plumbing, electrical and mechanical permits.
